He was born in Pyrgos in 1951. His parents were teachers George and Chrysoula Nikoloutsou. He studied at the Ilia Private School of Bertsatos - Tsika and then studied Civil Engineering at the National Technical University of Athens, from where he graduated in 1975.
He attended postgraduate studies in Technical Geology at NTUA. He speaks English and Italian fluently and has speaks French and German as well.
He served in the Armed Forces as a reserve officer in the Engineering.
He lives and works as a Civil Engineer in Pyrgos. He was president of municipal water distribution network in the period 1990-1994, President of the Municipal Stadium of Pyrgos, Deputy Mayor of Pyrgos from 2002-2004, and President of the Municipal Council 2004-2006. From 2011 until today he is the president of the Chamber of Ilia.
He is married to lawyer Sofia Stavropoulou and has two daughters, both of them Architect Engineers.
